Facebook & Instagram Ad Targeting: How to Reach the Right Audience Without Wasting Budget

Most Meta ad accounts I audit are not failing because of the creative. They are failing because of an audience decision made once, months ago, and never revisited — often the very first choice made when the account was set up.

Targeting is the lever that quietly caps everything else. A great creative shown to the wrong audience produces cheap engagement and no sales. Get this right before touching a headline.

Start with exclusion, not inclusion

Most people open Ads Manager and start adding interests. The better first move is the opposite: decide who should never see this campaign.

Exclude existing customers from acquisition campaigns — you are paying to advertise to someone who already bought. Exclude your own team and close contacts, whose engagement skews your data without producing sales. Exclude regions you cannot actually service, no matter how cheap the reach looks there.

Building the exclusion list before the inclusion list is the fastest way to stop paying for people who were never going to convert.

Core Audiences: interest and demographic targeting

Meta’s detailed targeting lets you layer interests, behaviours, and demographics. The mistake is stacking too many at once, believing it narrows toward the perfect person. In practice, each added layer either shrinks the audience past the point where Meta can deliver efficiently, or gets ignored because the layers barely overlap.

One or two well-chosen interests, defined broadly enough to leave Meta’s delivery system room to work, consistently outperforms five interests stacked together to simulate one very specific persona.

Custom Audiences: retarget people who already know you

A Custom Audience is built from people who have already interacted with your business — website visitors captured through the Meta Pixel and Conversions API, past customers uploaded as a list, or people who engaged with your Page or Instagram profile.

This is consistently the cheapest, highest-converting audience type available, because you are not introducing your business to a stranger. Its accuracy depends entirely on how well your tracking is set up; a Pixel that is not firing correctly on key pages quietly breaks this whole layer without any error message telling you so.

Lookalike Audiences: scale without guessing

A Lookalike Audience asks Meta to find people who resemble a source audience you provide. The quality of a Lookalike is entirely dependent on the quality of that source.

Build it from purchasers before leads, and leads before page views — the closer the source event is to an actual sale, the closer the Lookalike will be to people likely to buy. A source under roughly 100 people rarely gives Meta enough signal to build a useful match; 500 to 1,000 is a safer minimum.

Start with a narrow 1% Lookalike for the closest match, and widen to 2–3% only once you need more volume than the 1% can deliver.

Letting Advantage+ do the narrowing

The long-standing advice to hand-build a narrow, precise audience is becoming less true. With enough Pixel data feeding the account, Meta’s Advantage+ audience — which lets the algorithm find buyers across a broad pool rather than restricting delivery to your manual interest stack — now frequently outperforms manual targeting, because it optimises against real conversion signals a human simply cannot see.

This is not a reason to skip building Custom and Lookalike Audiences; they still feed the system its best signal. It is a reason to stop assuming that narrower is always smarter.

The audience-size sweet spot

An audience that is too small burns through its own reach fast, and frequency climbs before the campaign has had a fair chance to work — the exact fatigue pattern that quietly kills long-running campaigns. An audience that is too broad without enough conversion data can waste early budget on people with no real intent.

As a general rule for a small-to-mid Philippine budget, keep a single ad set’s audience above a few hundred thousand people for a national campaign, and let Meta’s delivery system, not a manually stacked interest list, do the fine-tuning from there.
